On November 17th, the City of Philadelphia welcomed community members to the Community of Compassion CDC in West Philadelphia to learn about the Neighborhood Community Action Centers. These NCACs are like “mini City Halls,” and allow residents and entrepreneurs to access city services from within their local communities.
